| World Trade Organization upholds Brazil's complaint over U.S. cotton subsidies |
The World Trade Organization on Thursday upheld a ruling condemning government help for cotton producers in the United States, saying that many U.S. programs include illegal export subsidies or domestic payments that are higher than permitted by WTO rules.
The WTO appeals body rejected a U.S. attempt to overturn a September 2004 ruling by an independent panel of trade experts, which acted on a complaint from Brazil.
Brazil had alleged that the United States kept its place as the planet's second-largest cotton grower and largest exporter because the U.S. government paid US$12.5 billion (€9.5 billion) in subsidies to American farmers between August 1999 and July 2003 alone.
The United States had insisted that its payments to farmers are within permitted levels, claiming many are not subsidies as defined by WTO.
Washington lodged its appeal in October 2004 to WTO, whose members set the rules for global commerce. Thursday's appeals body ruling is final.
WTO uses independent panels to rule on disputes among its 148 member nations.

The garment and textile industry in Vietnam has set a target of earning $5.1 billion from exports this year, up 16% against the previous plan set for the year, according to Deputy Trade Minister Le Danh Vinh.
To achieve the target, the sector will thoroughly exploit traditional markets such as EU, Japan, Canada and Korea, make use of allocated quotas, expand production, improve products' quality, increase exports to non-quota markets and continue negotiations to remove quotas on garment and textile products.
This year, the EU will not apply quota schemes to Vietnamese garment and textile products, thus creating favorable conditions for Vietnam to boost exports of the products to this market and Japan, Vinh said.
The Trade Ministry forecasts that Vietnam could earn between $1.2-1.5 billion from exporting garments and textiles to the EU in 2005.
Canada also decided to remove its export quota restrictions on Vietnamese garment and textile products starting from January 1. Thus, amongst Vietnam's biggest textile markets, only the US will still uphold the quota system.
Vietnamese garments will remain suffering from the US-bounded quotas for 25 catalogues this year. But if the US takes protective measures against some kinds of Chinese garment and textile, the prospect for the Vietnamese garment exporters to sell the products in hot catalogues to the US is still huge. Vietnamese firms often target to exporting 5-7 hot catalogues.
However, Vietnam still hopes to earn approximately $2.75 billion from garment and textile exports to the US market in 2005, up by around 15% against last year.
Vietnam earned $4.3 billion-$4.35 billion from garment and textile exports in 2004, higher than the initial plan of $4.25 billion for the year. The export revenue from quota markets is estimated at $3.25 billion, accounting for about 70% of the total.
Garments and textiles are now Vietnam's second largest forex earner after crude oil.

| British co to set up composite textile factory in Comilla EPZ

An investor from British Virgin Island is going to establish a composite textile factory in Comilla Export Processing Zone at a cost of US$ 5.246 million.
An agreement to this effect was signed here yesterday between the Bangladesh Export Processing Zones Authority (BEPZA) and the investor, Blossom Textile Limited, said a BEPZA press release.
Md Shahjahan, member (Investment Promotion) of BEPZA, and Yeung Ngai, director of Blossom Textile Limited, have signed the lease agreement on behalf of their respective sides.
The 100 percent foreign-owned company will produce annually 750,000 kg of dyed yarn and 2.1 million pieces of knitted wears.
The company will also manufacture sweater, cardigan, pullover, gloves and scarf, and create employment opportunity for about 2,027 Bangladeshi and 23 foreign nationals.
