| French textiles companies criticize Mandelson proposal |
French textiles businesses have strongly criticized the proposal by EU trade commissioner Peter Mandelson that Sri Lanka and Bangladesh, hit hard by the tsunami of December 26, should be allowed free access to the European textiles markets for goods they manufacture from cloth provided by other Asian countries.
According to textile industry association Union des industries textiles, this would damage French and European textile interests. French clothing industry association Union des industries de
l' habillement has also called the proposal "unacceptable".

A number of textile exporters in India are likely to float initial public offers (IPOs) in the near future. The companies have received huge orders following the phasing out of the quota regime from 1 Jan 2005. Textile companies are expected to raise nearly Rs16,000 crore from institutional and public equity investments in the next five years. The textile sector is expected to receive equity support of Rs56,000 crore by 2010. The textile sector will need investment of Rs1,40,000 crore to achieve a growth rate of 11 percent in 2010. Gokuldas Exports is planning to raise Rs150 crore through an IPO. Welspun India is planning to set up a facility at Anjar with an investment of Rs575
crore.

| Trade and industry department extends textile export benefits |
Durban - The department of trade and industry has extended the benefits derived from the duty credit certification scheme (DCCS) to enable small clothing and textile exporters to take full advantage of the programme.
Previously, exporters whose export sales comprised less than 15 percent of their total revenue were limited to claiming back 15 percent of their export earnings in the form of duty credit certificates.
But from April 1, all exporters will be able to claim back 25 percent of their earnings for clothing exports, 17.5 percent for household textiles, 12.5 percent for fabric and 8 percent for yarn.
Alan Jarvis, the chief executive of Formosa, the holding company for Standard Textiles and Tern Sportswear and a member of the department's textile and clothing development council, welcomed the amendment but said one problem was that when the DCCS was introduced to make the industry more competitive, the percentage of export earnings that could be reclaimed as a duty credit certificate was 35 percent.
"However, now that the industry needs to be even more competitive, only 25 percent can be reclaimed," he said.
The DCCS has been amended as it potentially falls foul of World Trade Organisation (WTO) regulations and the minister of trade and industry has approved its replacement by the interim textile and clothing industry development programme, with effect from April 1.
The interim programme will run until March 31 2007.
Morne Gentle of PricewaterhouseCoopers' customs and international trade group said other amendments included discontinuing performance assessments, as well as changes to the training requirements, which had become progressively more difficult for participants to meet as their staff became more experienced.
According to Gentle, the industry and its stakeholders had also been given an opportunity to participate in proposing possible amendments in the processes and procedures linked to the training and development expenditure of the interim programme.
"The possibility of limiting the use of certificates by retailers is also being investigated," he said.
"However, even with the introduction of the [interim development programme], one of the real challenges facing the industry is contending with the strengthening rand.
"As a result, imports of textiles and clothing are at an all-time high, while exports from South Africa have decreased by approximately 30 percent during the last two year."
China is the world's largest exporter of textiles and clothing, and with its accession to the WTO and its increasing capacity, the increasing trend in Chinese imports is expected to continue.

| CAIRO: Textile stocks shine |
Textile shares pulled the Egyptian stock exchange up to new highs yesterday, mainly on speculation about the benefits of Egypt's Qualified Industrial Zones (QIZ) agreement with Israel and the United States, brokers said.
Cement stocks also made gains after Misr Cement Qena reported that its net profits for calendar 2004 were 162 per cent up on 2003 at 80.1 million pounds ($13.8 million).
The benchmark Hermes index ended up 125.22 points, or 0.4pc, at 32,206.58 points, an all-time high. The index has risen almost 35pc since the start of the year.
The broader CIBC index rose 1.64 points, or 1.2pc, to end at 138.68 points.
