| Global yarn output remains flat in Q3 |
| The data released by the International Textile Manufacturers Federation (ITMF) indicates that there has been hardly any change in the global output of yarn during the third quarter (July-September) of 2004 as compared to the output in the second quarter. Although yarn production during the third quarter rose by 2.6% in South America, 2.3% in Asia, and 1.7% in North America, the increase in these regions were more or less offset by the fall of 5.6% in Europe's yarn production. As a result, the global yarn output rose by a mere 0.2% during the third quarter of 2004, compared to the previous quarter. However, as compared to the corresponding quarter of 2003, the increase in yarn output was somewhat higher at 0.9%. It, however, appears that the global demand for yarn is not catching up with production as witnessed by the rise in stocks. Yarn inventories at the global level are stated to have gone up by 3% during the third quarter of 2004, fuelled mainly by the increase of 4.9% in South America and 3.5% each in Asia and North America, although there was a slight drop in Europe's yarn output by 0.3%. On an annual basis, global yarn stocks is stated to have swelled by 5.6% with inventories up in South America by 46.3% and in Asia by 8.6%. There was, however, a fall of 4.2% in Europe and 12.6% in North America. The ITMF report added that compared to the third quarter of 2003, yarn orders were down both in Europe as well as Brazil by 2.8% and 6%, respectively. |
| National Jute Policy aims at infusing competitiveness |
| The Centre's National Jute Policy 2005 proposes a slew of measures aimed at making the Indian jute industry competitive. The policy, the draft of which was discussed by a consultative committee attached to the textile ministry last week in Mumbai, proposes setting up of a brand equity fund consistent with the World Trade Organisation (WTO) norms, establishment of a jute board, restructuring of the Jute Corporation of India (JCI) and the National Jute Manufacturers Council (NJMC). The policy envisages increasing exports of jute and jute textiles to Rs 5,000 crore by 2010 from the current level of Rs 1,000 crore. It also proposes to improve ratio of domestic consumption to export to 65:35 from the present level of 82:18. It pointed out that the production value of jute goods at present is Rs 4,000 crore in India. The policy, in view of the WTO regime, proposes establishment of a multi-disciplinary institutional mechanism to formulate policy measures and specific action plans relating to WTO and other matters. The proposed mechanism is also expected to monitor financial proposals. The proposed jute board would incorporate an export promotion council which would play the role of facilitator and professional consultant for dealing with disputes under various agreements of the WTO, establishing warehousing facilities in major jute and jute product importing countries, and identifying the existing patent issues with a view to patenting Indian research and development efforts. The jute board would restructure the present regulatory framework in order to provide adequate incentive to all stakeholders in the jute sector to produce goods and services in an efficient manner. According to the policy, a Jute Technology Mission would be initiated with an appropriate sub-structure of mini missions on the lines of technology mission on cotton. |
