The Garments and Textile Board (GTEB) has advised the Bureau of Customs (BOC) that effective this month export of garments and textiles will no longer be subject to quota restrictions.
GTEB executive director Serafin Juliano said that all export documents for 2005 shipments will no longer be required by the exporting countries since garments and textiles will now be classified as nonregulated export commodity.
Consequently, the GTEB, according to Juliano, will no longer issue a Textile Export Clearance for every export shipment of garments and textiles. Only the Export Declaration, together with Customs-required documents, will be accomplished for purposes of loading.
Moreover, processing of export documents pertaining to shipments in early 2005 will follow the stated procedures and not through GTEB even if the processing was done in December 2004.
Juliano also said that the GTEB-BOC unit, which was tasked to oversee the garment and textile exports, had ceased operations in view of the lifting of the quota restrictions.
However, for 2004 shipments, all export procedures and documentary requirements will remain the same regardless of the date of entry in the country of destination.
For the shipments that will require processing of export documents after December 31, 2004, a winding-down team of the GTEB will remain during the first quarter of 2005 to process and issue the necessary export documents.
Customs Commissioner George Jereos has issued a memorandum order calling the attention of all district ports on the advisory of the GTEB that all shipments of garments and textiles will no longer be subject to quota restrictions. |
