| Evans Comments on Chinese Textile Tax |
China's new tax on textile exports is unlikely to shield U.S. producers from a surge in Chinese competition now that worldwide quotas have expired, the U.S. commerce secretary said Thursday.
China, one of the world's largest textile producers, announced the 1.3 percent tax on some exports last month following U.S. and European pressure. The move was meant to restrain an expected flood of Chinese exports when global quotas were lifted Jan. 1.
"Putting a few cents tax on exports" was unlikely to have "any meaningful kind of impact to the ultimate structure of the textile industry in the world," Commerce Secretary Donald Evans said at a news conference. "The economic forces are basically too powerful."
U.S. textile producers are lobbying Washington to limit the growth of imports from China to 7.5 percent a year. The Commerce Department (news - web sites) is expected to rule on that in February.
Evans said the lifting of quotas had been a "new significant step" for a $350 billion global industry already undergoing wrenching change.
"I think it was interesting that China decided to take a few steps to try and mitigate the transition for other countries around the world," Evans said. "It showed some degree of sensitivity."
Carlos Gutierrez, the head of cereal giant Kellogg, is awaiting Senate approval to take over for Evans. |
| Pakistan Textile Industry Projects Doubling Of Exports By 2010 |
Pakistan's textile industry has projected that exports will exceed US$16 billion by 2010, compared to their current level of around $8 billion. In a report, the All Pakistan Textile Mills Association (APTMA) estimated that the textile industry would attract an investment of Rs 300 billion in the next five years.
The industry also had great potential to attract relocation of American, Korean and European textile industry, it said.
APTMA also claimed good prospects of converting US cotton in Pakistan for export of textiles under duty free access to the US under the Trade and Investment Facilitation Agreement (TIFA) and free trade agreement
(FTA). |
| UGANDA: Companies clash over cotton purchase |
Jinda International Textile Corporation Limited (Jitco), a company that bought Lira Spinning Mill, has been named in the purchase of organic cotton.
In a statement to the Managing Director of the Cotton Development Organisation, the Secretary, Lango Cooperative Union, Mr Patrick Oryang, said Jitco was contravening the resolutions passed at the general meeting of all the ginners in Kampala last year.
"As you are aware, Jitco has neither a ginnery nor a license to buy cotton but has been doing so since December 18 contrary to regulations," Oryang said.
He said they were operating in the organic producing areas of Otara, Lela Dam, Owene B, Owene C, Owene A and Okilo. Oryang said the pilferage could bar them from fulfilling their contract.
"We have limited cotton and we may not fulfill our contract due to this pilferage," the statement reads in part.
Meanwhile, a report by thesouth-eastern region officer for the Cotton Development Organisation, Mr Fred Lugojja, has said Jitco was also buying cotton from Bugweri county in Iganga district.
Rules by the Uganda Ginners and Cotton Exporters Association indicate that no ginner would be allowed to buy cotton from an area unless it invested in its production in that area. |
