| China, India gain, poor countries lose from end of textile quotas |
China and India will emerge big winners when global textile quotas are abolished on Jan 1, while the least developed countries will bear the brunt of the most painful adjustments, economists said.
'When the elimination of quotas was decided 10 years ago, no one imagined then that China would become such a competitor and would develop so rapidly,' Denis Audet, an economist at the Organization for Economic Cooperation and Development, told AFP.
That lack of foresight has left the least developed countries, which had expected to gain the most from the end of textile quotas, the most disadvantaged, said Audet, author of an OECD study on the impact of their elimination.
The rich nations, which had feared they would be the big losers in the change, have had time to restructure their textile industries.
Those industries now are mainly focused on the most lucrative value-added segments and are firmly positioned in the market thanks to strong branding and distribution.
At risk with the end of the quotas are countries such as Mauritius or Madagascar, which have been importing European, Chinese and Indian fabrics and turning them into garments in low-wage workshops, then selling them to rich countries for marketing.
These countries have enjoyed preferential access to rich countries' markets because of the quotas. But with them gone, they could see their competitive advantage wiped out by competition from China and India, which have both the raw materials and powerful textile industries.
'A Chinese shirt made with Chinese fabric is faster to produce and deliver. International shipping is eliminated,' Audet said.
According to a report by the World Trade Organization (WTO), China's share of the US clothing market is expected to jump from a current 16 pct to 50 pct after the quotas fall, while India's share should rise from four pct to 15 pct.
On the downside, South American countries will see their US market share plunge from 16 pct to five pct.
The forecasts for South America could be tempered by regional free-trade agreements agreements and customs duties, such as the North American Free Trade Agreement, which will continue to favor Mexico over its Asian competitors on the US market, the WTO says.
For the OECD group of the 30 most advanced economies, countries wanting to remain textile exporters must improve their transportation infrastructures and simplify archaic customs regulations to shorten product delivery.
For example, the Dominican Republic, on the doorstep of the North American market, nevertheless will suffer from competition from China and India if it fails to address its weaknesses.
The elimination of textile quotas was expected to be less brutal for the developed countries that -- with a few exceptions such as Greece and Portugal -- have anticipated the decision by abandoning the bottom end of the market.
About four mln jobs in the textile sectors of the rich countries have been wiped out, according to OECD data.
'I think that the worst is over. There were some victims, but there are still more winners. The developed countries have ended their garment making activities, but they still do the design and control the distribution,' Audet said.
The rich countries' advantage was likely to endure. 'China hasn't yet shown competitive force in the design and fashion segments,' the WTO noted. |
| Six Types Of Chinese Textile Exports To Face Duties |
China planned to detail export duties on six types of textile products and the measures were not expected to have a big impact on the domestic textile industry, Long Yongtu, who led China's negotiations to enter the World Trade Organization, said Sunday.
Not all of Chinas textile products for export would be hit with a duty, Long said. He did not elaborate further.
The remark comes a week after China announced it would impose a duty on textile exports starting Jan. 1, 2005, when the international Multifiber Agreement (MFA) is due to expire.
The agreement has permitted the use of import quotas to regulate the multibillion dollar annual world trade in garments since 1974.
The Ministry of Commerce said two weeks ago it planned to introduce export duties on textiles, which effectively uses a tax to drive up the price of Chinas textile products, and ensure companies export in an orderly way.
But the ministry is yet to provide details about the duties.
Long, who was speaking at a conference discussing the end of the Multifiber Agreement and Chinas outlook, said China hoped for the stable and healthy development of the global textile market in the post-Multifiber Agreement era.
Long cautioned against overestimating the impact the end of the MFA would bring to the global textile industry, as well as the amount of opportunities and challenges that would face China with the agreements expiry.
"We need to face the post-MFA era with a normal mentality," Long said. "The psychological impact from (the end of MFA) will be greater than the actual impact."
He pointed out the agreements expiry had been anticipated for the past 10 years, when global negotiators first began plotting the demise of the fiber pact.
The MFA expiry meant one factor affecting international textile trade was eliminated, but it did not mean there would be unfettered free trade, Long said.
While Long said he was optimistic about the post-MFA era, he warned fears about the end of the agreement could still result in some negative repercussions.
Once the agreement expires, countries will have to compete solely on quality and price, giving China's huge low-cost textile industry a possibly sharper, competitive edge.
Earlier this month, Premier Wen Jiabao was asked by European leaders during a China-EU summit in the Netherlands to moderate textiles exports to prevent retaliatory action against a flood of cheap products. |
