China is expecting fierce textile competition from Pakistan next year after the elimination of quotas restricting textile and clothing trade between World Trade Organization members comes in to effect on January 1. A growing number of Chinese textile manufacturers are moving portions of their businesses overseas ahead of the elimination of quotas, according to a China Daily report.
Wang Xiangfeng, senior official of a leading Chinese textile export company, said China would not dominate the textile market in 2005, as some have forecast.
"If China wants to move higher, it will naturally give up the low end to other countries such as Pakistan, Vietnam and Bangladesh," he said.

China hopes for fair competition with Pakistan's textile sector after the elimination of the quota system from January 1, 2005.
"We believe the competition will intensify after the quotas are eliminated, as textile producers in Pakistan will challenge Chinese manufacturers," Wang Xiangfeng, senior official of a leading Chinese textile export company, said.
However, he asserted China would not dominate the textile market in 2005, stating: "If China wants to move higher, it will naturally give up the low end to other countries such as Pakistan, Vietnam and Bangladesh."
In an interview, he quoted a report published by the US International Trade Commission (ITC) which says China is expected to become the "supplier of choice" for most US textile and apparel importers after 2005. The report said the US importers should expand the trade relationships with other low-cost countries, such as Pakistan, Bangladesh and India to reduce the risk of sourcing from only one country.
He said it would be impossible for China to dominate the market in 2005 as many had forecasted. Under the Agreement on Textiles and Clothing (ATC), all quotas restricting textile and clothing trade between World Trade Organisation (WTO) members will be eliminated by December 31.
Some foreign counterparts have predicted Chinese textile goods, supported by cheap labour costs, will swamp the world market and force them out of the market.
"This prediction is sensational. China is a major player but will not sweep the world," Cao said. According to a China Daily's report this week, a growing number of China's textile manufacturers, facing the January 1 elimination of quotas, are moving portions of their businesses overseas.

| World Textile And Clothing Trade to Turn to China |
A Chinese official urged Chinese textile exporters not to blindly expand textiles export for immediate interests after the cancellation of all export quotas among WTO members starting from January 1, 2005.
Cao Xinyu, vice-president of the China Chamber for the Import and Export of Textiles, quoted World Bank experts as saying that about US$200 billion worth of garment trade will be turned to China in the next few years with the cancellation of textiles quotas.
The huge export capacity of China's textiles is described as an elephant in the China shop and international trade frictions would be inevitable, said Cao.
He said that numerous eyes are watching closely the competitive Chinese textile export enterprises in the run-up to the date for the cancellation of quotas and that require Chinese enterprises to follow a more cautious and rational export strategies in order to avoid an influx of anti-dumping charges, special safeguard measures and other trade barriers.
According to a study report by the WTO economic institute, China's share of the textiles market in the United States and Europe can increase only by an average of 13.5% after the cancellation of quotas. But the investment growth in the sector of China is far higher than this figure.
Many enterprises are ready to double and redouble their production capacities and many others are racing against time to build new textile mills. In Jiangsu, Zhejiang and Shanghai, many enterprises started capacity expansion as early as three years ago in a bid to get a larger share of the world's textile market.
Industry authorities have poured cold water on the excessive optimistic predictions. They say that excessive competition would be inevitable on the world market as the textiles and garments are in excessive supply worldwide and there would be little space for making profits.
Statistics show that the textile trade in the world is saturated and China has already occupied 20% of world's market and after the cancellation of quotas, China would become the target of worldwide censure. Already, the United States has imposed limits on three kinds of textile exports by China; India has launched anti-dumping against China's raw silk and narrow-width clothes; EU has waged anti-dumping against China's chemical fiber fabrics and Peru is going to adopt safeguard measures against 106 kinds of textile exports.
Furthermore, blind capacity expansion could only backfire on Chinese enterprises themselves as they would inevitably get involved in a price war among them in order to fight for more export.
