| USA: Delta Apparel to sell its S.C. yarn unit |
Delta Apparel Inc. plans to sell its yarn unit in Edgefield, S.C., to Parkdale America LLC for undisclosed terms. The deal will be closed by the end of December.
Gastonia, N.C.-based Parkdale will include the Edgefield plant to modernize its production equipment dedicated to open end yarns. However, Delta Apparel will sign a five-year agreement with Parkdale to supply its yarn requirements.Duluth-based Delta Apparel will use the proceeds from the sale and the reduction in working capital needs to reduce its debt and for marketing and distribution strategies.
"We are confident that the sale of the Edgefield Plant to Parkdale will be positive for the employees in the facility, the Edgefield community, Parkdale America and Delta Apparel," said Robert W. Humphreys, Delta Apparel president and CEO.
"Over the past year, we have been evaluating our long-term yarn supply options and believe this strategy accomplishes our goals. The transaction will allow us to reduce our working capital investment and eliminate our need for future capital expenditures in yarn manufacturing," he added.

| Textile
stocks turn favourite with FIIs |
After information technology, telecom, and pharmaceuticals it is now the
turn of the textile companies to blip on the investment radar of foreign
institutional investors (FIIs). After languishing for funds for decades
due to fragmented and old economy image, textiles stocks are turning hot
favourites.
The reason: The huge untapped potential of the sector once the quota
regime goes from January next. The World Trade Organisation has predicted
India emerging as a leading player second only to China in the
international textile market in the post-quota phase.
According to the data available, leading FIIs have enhanced their stakes
in frontline textile stocks significantly during the past few months. For
instance, FII stake in Arvind Mills has almost doubled from 13% in
September 2003 to 23% in September 2004.
Similarly, in the Mumbai-headquartered Welspun Gujarat, FII stake has
touched 16% as on September 2004. It has further gone up by a tad over 1%
to 17.06% in November as T Rowe Price Associates Inc increased its stake
in the company through open market operations.
Bombay Dyeing has witnessed a flurry of FII activities on its counter with
foreign investors stake going up to 12% from a paltry 1% between September
2003 and September 2004. Raymond Ltd is another textile stock which has
attracted FIIs.
As of September 2004, the cumulative holding of FIIs in the company is
well past the 7% mark.
Other favourite textile stocks of FIIs include Centuary Textiles and
Mahavir Spinning Mills.
Major foreign funds who are active on textile counters are Goldman Sachs,
T Rowe Price International, GMO, ABN Amro and Deutsche Securities.
Domestic institutions like ICICI and LIC have also started turning their
attention to textile stocks.
Analysts feel this is a healthy trend as institutions were shying away
from funding textile sector because of the fragmented nature of the
industry. “However, with the post-quota regime offering good potential
for Indian textile companies in the international market, the fund flow to
the sector would improve now. It is also important for the sector to
attract large scale investments since it requires huge investments to
enhance and modernise the technology to catch up with China,” an analyst
pointed out.

| INDIA: Chinese silk escaping anti-dumping |
The Union Government imposed stiff anti-dumping levies on Chinese silk available at lower rates, two years ago but the Chinese are suspected of circumventing anti-dumping laws and passed off superior quality silk as low grade silk.
The Sericulture Industry, which is struggling to gain a foothold in the highly competitive international market, now has to contend with a new method adopted by the Chinese to dump their silk in the Indian market.
The superior quality Chineses silk, on which there was an anti-dumping levy, was being deceptively exported to India as low grade silk,?said S.B. Dandin, director of the Central Sericultural Research and Training Institiute (CSRTI), Mysore."According to anti-dumping laws, silk of '2A' variety and other low varieties are considered to be of good quality and attract a landing fee. But the '2A' variety of silk is being marked as '3A' variety, which is spared of the anti-dumping levy, and pushed into India," Dr.Dandin said.
"Though the silk consignments bear a mark in chinese that the commodity is of '2A' variety, according to international standards, it is passing the scrutiny of Indian officials who don't know Chinese."
This may be the possible reason behind the continued availability of superior quality Chinese silk at lower rates even after the imposition of anti-dumping duties.
Despite the anti-dumping levy, Chinese silk is available at Rs.1,150 to Rs.1,250 a Kg. The price of indigenously produced silk is Rs.1,300 a Kg.
However, a large number of weavers in India, who cater to international markets, prefer the superior quality Chinese silk for the manufacture of export-quality fabrics, an official said.
