Argentina Grows More Cotton
Cotton production in Argentina will likely advance from 120,000 metric tons (MT) in 2003-04 to a possible 160,000 MT in 2004-05 because growers switched land from soybeans and sunflower into cotton.
Reporting on the sector, the U.S. agricultural attache here said Argentina will likely harvest 400,000 hectares of cotton this season, well above initial predictions of a 300,000 hectare crop.
Dutch body to aid textiles sector
In an initiative towards implementing Cluster Development Programme aimed at improving competitiveness of textile and clothing small and medium enterprises (SMEs), the Textiles Committee has signed an MoU with the Netherlands Management Cooperation Programme (NMCP).
As per the MoU, the NMCP would work at institutional co-operational level with the Textiles Committee, which comes under the Ministry of Textiles, and share its expertise with the Indian textile industry.
“It is a part of our endeavour to implement the Cluster Development Programme and make expert services available to the industry. As a result of this agreement, small and medium enterprises will get services of experts who will not charge for their services. The Dutch government will bear the cost of their international travel. Local enterprises will have to take care only of the local logistics within the country,” a spokesperson of Textiles Committee informed.
This assumes special significance for the textiles industry, which is preparing to face global competition in the post quota era.
He said in view of limitations of small enterprises to directly approach the NMCP the Textiles Committee decided to facilitate the process of filing applications and arranging the visits of experts to the beneficiary units. The NMCP has several experts who have core competence in the area of textiles and clothing, including processing and manufacturing.
The experts may revisit the companies after six months or so. Each such programme would last two to three weeks. Training in Netherlands would also be arranged, if required.
USA: Mohawk plans for new facility in South Carolina
Mohawk Industries Inc. plans to expand its presence in Bennettsville, S.C., by building a new yarn manufacturing facility by the end of 2005, to complement its existing Oak River plant.The existing plant employs more than 600 and the expansion is expected to initially create about 300 new jobs. Calhoun, Ga.-based Mohawk expects the new facility to be operational by the end of 2005.
"Our Oak River plant is one of our largest yarn operations and the history of success that the company has enjoyed here in Bennettsville makes us eager to grow this operation," said Steve Powers, vice president of Yarn Manufacturing for Mohawk.
The floor covering giant also operates facilities in Ulmer, Calhoun Falls, Dillon, Landrum and Bennettsville, S.C.
Thailand: Govt. getting ready for US FTA talks
The Ministry of Finance is getting ready for the US free trade agreement talks. It will meet other state agencies to formulate topics for discussion on issues of labour and environmental.
The working group for the country's FTA strategy met for the first time on 15th November to discuss the progress of Thailand's FTA framework between Thailand and the U.S. and Thailand and Japan.
No decision has been made on whether labour or environmental issues should be included in free trade negotiations with the United States, Finance Minister Somkid Jatusripitak said yesterday.
"Neither issue is a topic for talks under the World Trade Organisation, but that's not really the point," he said. "The real question is whether these issues should be part of the Thai-US FTA."
Mr Somkid was speaking after chairing a meeting with other cabinet ministers and senior technocrats to discuss progress in negotiating the free trade area agreement (FTA).
He said the National Economic and Social Development Board and the Fiscal Policy Office were still studying the issues of labour and environmental standards in relation to the FTA.
The US is pushing for both issues to be included in the talks, but Thai officials fear that adopting US labour and environmental standards would raise production costs and put local businesses at a disadvantage.
The third round of talks between the two countries is scheduled for Dec 13-17 in Hawaii.
The talks will cover issues such as liberalisation in agricultural, textile and industrial goods; rules of origin; investment; intellectual property rights; non-tariff barriers and dispute settlement mechanisms.
The US is one of Thailand's largest trading partners, with 17% of Thai exports going to the US last year and worth about US$15 billion (615 billion baht). US exports to Thailand were worth about $5.8 billion last year, only about 1% of US global trade.
Forging bilateral free trade agreements and fighting terrorism are key policies of the Bush administration.
Analysts have cautioned that Thailand must prepare for pressure from Washington on other issues, in addition to the FTA, during President George W. Bush's second term.
